He touches on the issues of the East County Water Control District whose board is contemplating borrowing millions of dollar for expansion of its office facilities and other projects. Kreegel makes it clear that the people have a right to take this issue to referendum before any borrowing can occur.

East County Water Control District bond with interest $15.3 million
March 23, 2010Members of the East County Water District board of supervisors have voted to move ahead and apply for a bond issue worth as much as $7 million which would pay for two building, including a main office building, a maintenance building and the construction of five weirs and 25 culvert crossings.
Mike Welch, a member of the board suggested that the question to borrow $7 million be put up for referendum on the November ballot.
